Organised labour does not only need wage rights. It needs wage rights that can be proved, prioritised, computed and advanced at scale.
A union may know that members are being underpaid. Members may feel the underpayment. The collective agreement may support the claim. The law may support the claim. But if the wage meaning remains fragmented, non-replayable or weakly evidenced, the union's enforcement power is reduced.
This is the practical problem of narrative wage.
Narrative wage weakens organised labour because it forces unions to reconstruct wage truth repeatedly. Each claim may require manual interpretation. Each site may have different records. Each employer may present different payroll logic. Each member may have incomplete evidence. Each dispute may require a new reconstruction of the same underlying wage question.
That does not scale.
Wage rights are not self-executing
South African labour law gives organised labour an institutional role. The Labour Relations Act regulates trade union organisational rights and promotes collective bargaining at workplace and sectoral level.
The Basic Conditions of Employment Act regulates minimum employment conditions and payment of remuneration.
The National Minimum Wage Act protects low-paid workers, preserves the value of the national minimum wage and promotes collective bargaining.
ILO wage standards address regular payment of wages, wage protection and minimum wage fixing. ILO Convention No. 131 requires minimum wage fixing machinery capable of determining and adjusting minimum wages, and provides that minimum wages shall have the force of law.
But a minimum wage is not operational merely because the law declares it. A collective agreement is not operational merely because it exists. A wage right becomes institutionally enforceable when the relevant wage meaning can be identified, computed, evidenced, compared and advanced.
Without governed wage architecture, organised labour is forced to fight wage injustice through repeated manual reconstruction.

A deterministic wage state is one that can be computed and replayed according to declared rules, evidence and policy versions. It allows the union to move from assertion to governed wage intelligence.
This strengthens claim identification, claim prioritisation, member communication, bargaining posture and enforcement readiness.
